Personally, I'd recommend this combination: Right after arriving at the airport, withdraw the rupiah you need directly from a BNI ATM — the fees are low and the exchange rate is reasonable. If you want a better rate, you can also visit a trusted exchange shop like BMC in the Kuta area. For longer stays, preparing a travel card in advance can help you save on fees. In the end, exchanging just a small amount at the airport for what you need and exchanging more locally as needed seems like the wisest approach. Whether it's dollars or direct withdrawals, make sure to use official exchange shops and compare rates at a couple of places before deciding.
